Accurately determining CPU temperature

I recently started playing Dark Souls 3 on my PC, and noticed that my CPU temperature, (According to the application that the processor came with) was nearing Sixty Celsius, and according to another thread on this site, the maximum "Safe" temperature is 60-65. Strangely enough, the only time my processor's ever been this strained was when I hosted a server for some friends a year or two back. Every other game runs smooth with low (40C-50C) Temperatures. Could the app I'm using simply be wrong? If so, how could I really determine my CPU's temperature?

Specs
CPU- Amd FX-8350 Black Edition.
GPU Geforce GTX 970.
16Gb Ram.
Windows 10.

Well....
I'm fairly certain that the app is accurate, at least I've got the answer, but as a follow up question, why is my CPU so hot! It showed 45C while Idling! And if the max temp is 60-65 it seems strange that it would be so overworked. Considering that there are 0 apps running atm. I'm going to shut off my computer and dust it quickly, and in the mean-time, could someone let me know how it stays so hot?


Update- While using the HWinfo app, it shows two different temperatures, one being in the 20C's, the other being 40C. Why?!
