Can I use BIOS v1.13 (2012/10/22) that was offered for Win8.1 by ACER on a device that has Windows 10 Home?

What's the best way to make sure my BIOS is as up to date as it can be?

The BIOS has little or nothing to do with the OS. It speaks directly the hardware, not Windows.
It only lists Win 8.1, because Win 10 was not a thing in 2012.

However, BIOS updates are not to be done lightly. Unless you're seeing a specific issue that the newer BIOS addresses, I'd consider just leaving it as is.

I can't seem to find information about the changes made in BIOS V1.13 anywhere so I guess I'll just forget about it.

If the F2 button is non functional at times, then it would be wise to use a bios update.
Anything else just leave well enough alone and upgrade to windows 10 if windows 8 offers it for free.
