Question Acer Aspire TC-885 Desktop Won't Power On

I have an Acer Aspire TC-885 Desktop Won't Power On.
I've tried taking out the CMOS battery and pressing the power button but nothing happens (no lights
I've tied moving the red jumper and then moving it back multiple times with THE CMOS battery out and still nothing happens.
What else can I try / do?

Also, when I try seeing if I see another with a multi-meter it shows a reading with the PSU. but only on it measuring capacitance BUT NOTHING with Voltage.
