Acer Aspire V3-551-8469, can't access BIOS, BAD_SYSTEM_CONFIG_INFO.

BIOS opened for me once or twice, froze, and now will not open anymore. I turn on the laptop, hit f2 a bajillion times, nothing. Opened the case to check the keyboards connection, tried a USB keyboard same thing. Do I need a new mobo?

Before you go ahead replacing the motherboard try to remove the HDD first and see if it will boot to BIOS because it could also be just the HDD that has the problem. Next is to reset BIOS, remove the CMOS battery for couple of seconds put it back in and see if you'll be access BIOS. If all these troubleshooting steps doesn't work that's when you can replace the motherboard.
