Acer E15 question

MY acer E15 crashed with the BSOD - ntfs.sys failed - page fault in a non-paged area:
Instead of waiting 3 days and spending 100-150 $$ for a comp place to fix it - isnt it smarter just to go out and purchase a win 10 OEM or retail version brand new and slap it in the DVD - tell the bios to run and install?

I have tried to use rufus and the win 64 iso file to no success...endless boot looping with the circles

Or maybe the HDD is shot ( the laptop was bought 10-2017

Update:
I was able to get the laptop and my card reader to see each other : Now I got a windows screen (but the windows are all one color - like a teal color) and it loops there
