I read on some website that the monitor I was planning on getting, the Acer - GN246HL, will not reach 144hz if not connected to the gpu with a dvi d cable. Is this true and is my gpu compatible?
GPU: Zotac - GeForce RTX 2070 8 GB AMP Extreme
If it isn't, what are some other monitors at 144hz that are budget friendly?

As I know 144hz monitors work through dp(display port) cable. So I’m not sure that will you be alble to get the 144hzon dvi d cable. Also hdmi doesn’t support 144hz

These days DVI is pretty much obsolete.

See section 0 regarding the Acer. It is possible to use a Displayport to Dvi dual link adapter.

I would skip that monitor and look for a Freesync monitor compatible with Nvidia's Gsync and also with Displayport which Gsync requires to work with Freesync monitors.

List of confirmed Freesync monitors compatible with Gsync. Some there are expensive and might as well get a Gsync monitor for the money but there are some budget friendly monitors there as well.

More on how to get Gsync working with Freesync.
