Action Center`s Maintenance doesnot works

Hello
I Have a PC with Windows8.1 Pro x64 (Persian Language), and it has almost the latest updates available.
My problem is this: In Action Center -->Maintenance, when I click on Start Maintenance nothing happens. I have this problem for months. What should I do to fix this?

I have ran DISM /Online /Cleanup-Image /RestoreHealth and SFC /Scannow, with no luck.

I also tried this solution:

At time when I had started to fix it, It was giving me an error (in messagebox):

“Windows is unable to run automatic maintenance. The maintenance scheduler is unavailable.”

Then I went to: Control Panel-->Administrator Tools--> Task Scheduler
I had checked all task in different paths to see which one may had error. I had found a task that is related to my problem in Microsoft\Windows\TaskScheduler\ Manual Maintenance , because every time I click on Action Center`s Start Maintenance , following error had logged in the History of this task:

Task Scheduler failed to start "\Microsoft\Windows\TaskScheduler\Manual Maintenance" task for user "(default user)". Additional Data: Error Value: 2147943568.

I understood that the problem must be related to task schedules, so I had searched in the internet to solve their errors. I had found this advice from a website to fix a task which can`t starts:
Right click on a task-->Properties, and then change the setting of If the task is already running, then the following rule applies: to Stop the existing instance
When I did it for many tasks including Manual Maintenance ,my problem didn`t fixed but Manual Maintenance`s "run error message" has changed to:

Task Scheduler failed to complete task "\Microsoft\Windows\TaskScheduler\Manual Maintenance" , instance "{f51c36fc-1c16-42c3-946e-705a7fe1ba4c}" , action "Maintenance Launcher Handler" . Additional Data: Error Value: 2147942402.

This also have an impact on Action Center. the error messagebox that raised by clicking Start Maintenance do not shows anymore and I ended up with: click will do nothing visually (sometimes for less than a second, the tray icon of Action Center shows the flag but disappears and finally that error is logged in task`s History).

Also there is other tasks on Microsoft\Windows\TaskScheduler path named Maintenance Configurator, Idle Maintenance and Regular Maintenance with errors in their Histories (similar to above errors).
I even can`t change Maintenance Configurator`s Properties. When I change and want to click OK, the following error stops me (in messagebox):

“Task Scheduler service is not available. Task Scheduler attempt to reconnect to it.”

I finally fix this problem by deleting all Windows` registry keys that contains “{44EB54DA-99BF-4C0E-A921-321FFAE82D09}” string.



The history:

As it looked like a “Scheduler Task” problem, I tried to fix an error that was recorded multiple time in my Event log (ERROR ID: 413):

Task Scheduler service failed to load tasks at service startup. Additional Data: Error Value: 2147942402.

In process of fixing it and with help of a program that I had written , I unintentionally find only 1 registry key under: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Schedule\TaskCache\Tasks that was empty. (The bad keys that cause the problem)
