Activating a game on steam by key

I have the game(PUBG) setup already and now i don't wanna download it from steam
i am gonna buy the key from here

Can i just activate it from steam without any downloading???

What you mean, I mean after you get the key and activate it on steam it won't download, it'll just appear on your steam library, you'll have to put it to download yourself
