Activating Refurbished Windows Office 2010

I volunteer at a small nonprofit refurbishing computers for distribution to disabled individuals.
Basically I clean up old donated pc's, increase RAM, wipe the hard drive and load the image, load some antivirus, and ensure the pc functions - not rocket science.
Recently, I attempted to install and activate Windows Office 2010 on a laptop(Running Windows 10), using a Microsoft COA and the Microsoft refurbish code.
The installation was completed successfully, but the activation failed, stating 'Search criteria did not match', when searching the previously issued COA section, and when trying to search new - as a gambit - I got a message stating the COA and/or code are not valid.
I know the COA has been previously issued, as the sticker with the refurbish # is on the pc. I know the refurbish code is correct, as it is issued to us directly from Microsoft.
Has anyone attempted activating refurbished Microsoft software? Anyone have any suggestions?
This laptop belongs to a disabled consumer going to community college, so it is important for me to get it back to him as soon as possible. Please keep in mind I am not an IT person, my skill set is limited - so if you have a suggestion, dumb it down please.

It may be a valid Office license, but it also may be currently used elsewhere.

The only entity to talk to is Microsoft.
Being a non-profit assisting disabled individuals, they may be quite gentle and helpful in fixing this.

There is also the actual free alternative to MS Office, LibreOffice.
Mostly MS Office compatible, and completely free of Microsoft costs and licensing.

If you are a registered non-profit you might just be able to get valid install key(s) to use for everything. We have a local non-profit that offers free computers to, well, pretty much anyone that asks. The computers come from our local corporations and schools and local donations.
