Activating Windows 7/8.1 after Windows 10 launch?

Hello.

I will probably be making my first ever PC build in the summer. I am hoping to do it around June although maybe in July depending on how busy I am. I wanted to ask, if I get a good deal now for windows 7/8.1 but then I end up building my PC after windows 10 launches, after I activate my windows 7/8.1 will I still get that free upgrade? Because Microsoft said the update will be free in the first year of launch for windows 7 and 8 users, so can I still do it even if I install windows even a month after launch?

I would think it's any build that has Win 7 or 8.1 within the first yearof the Win 10 launch. They're considering letting people with bootleg copies of 7 and 8.1 in China upgrade to Windows 10 for free once it's launched so they better not penalize their paying customers!
