Without a power source, I would guess passive.

it matters i need an active converter so i can convert from hdmi (which is digital) to VGA (which is analog)

btw there is another adapter that is active and doesnt have a power source yet its active

Your link shows a hdmi to vga adapter.
It would not work if it was missing something for a simple hdmi port to a vga monitor
If you needed something to additionally convert the hdmi audio output that is something else.

Look i have a VGA monitor and i want to buy a Gtx 1050 ti which has HDMI ,DVI-D etc so i need a active convertor there is this one aswell http://www.anhoch.com/product/38558/hdmi-to-vga-and-audio-adapter-cablexpert idk which one to buy and if either one is active
