active/passive adapter dvi-d to vga

From the picture the dvi end has no analog pins.

Therefore it looks to be an active adapter.

With these video adapters passive/active has nothing to do with power, it's to do with whether that have circuitry in to decide/convert a digital signal to an analog one.
I think that may be considered "passive".

Generally anything that is referred to as "active" has a separate power source.

For example....I have an active signal booster for my tv antenna. This plugs into the wall....so it's active.

Being that adapter doesn't plug into the wall....it would most likely be referred to as "passive".

ALTHOUGH...if it is using power from on of the lines in the cable to supply a circuit in the device...it would be considered active. This is hard to say.

Solution
The adapter you linked to is active. In the description is says "Converts video signal from DVI-D to VGA". In almost all cases where you see a DVI connector, a short cable and a little box with the VGA connector are active converters. Note that the DVI spec includes +5V and Ground pins. These are used to power the converter chip in the little box.
