The Vista installation instructions indicate you could do the same for Win 7.

If you're really not sure and don't want to mess around with the registry, put Win 7 on a virtual machine and try installing ADAM there using the Vista instructions. The ironic part is the Vista instructions suggest you use a VM to get things going.
