Adapting ATX Power Supply to an AT Power Switch

I am trying to install a modern ATX fanless power supply in a special purpose 1999-ish CPU case. The Itox CB50-BX motherboard has both the P8/P9 power connectors (used by the original power supply) and a 20-pin power connector. The chassis has an AC rocker-type power switch on the front of it that is supposed to power up the unit, but the ATX power supply is expecting a PS_ON signal on pin 14 of the new 20-pin connector to start up the unit.

Is there a way to configure or modify the power supply such that it powers up when the front panel AC rocker switch is flipped on?
