So this will be my first time using DDR4 RAM, I understand that a lower CL equals a quicker response time from an instruction given but I have a few questions if someone would be so kind to explain to me the difference and what is better in regard to my questions.

1) Why does DDR4 RAM have a higher CL than DDR3?
My previous DDR3 RAM was a CL of 9 (Corsair XMS3 1600MHz)

2) Is there much of a difference between 2800MHz DDR4 and 2400MHz DDR4?

3) Would I be able to tell the difference between a CL of 16 Vs 17?

and finally the 4th question....
4) which RAM would you choose from?

ADATA XPG Z1 8GB 2800MHz CL17 DDR4
or
Crucial 8GB 2400MHz CL 16 DDR4

All help would be much appreciated :)
