Add extra toolbar

Hi guys
Im looking for a program that creates an extra toolbar for my win7 desktop cause the win7 one looks $hitty.
I had a program a while back that had a scrolling one and would enlarge the icon when you mouseover it but i dnt remember the name :/

😛lz help shortcuts are crowding my desktop space 🙁

There's two programs that are similar to what you describe:

Objectdock

and

Rocketdock

Another handy program that can help you wrangle all of your desktop icons is Fences.
