Question Added USB-C PCIE, now monitors are jacked

Going crazy here

So I recently installed the startech
Dual Port USB-C Card - 2X USB-C - USB 3.1 PCI-e Card with SATA - USB 3.1 Expansion Card - PCI Express USB C Card (PEXUSB312C2)

My computer has 3 pci e ports, one was being used by my 1070. I installed the usb in both free ports and but the middle port was the only one to work.

After I installed it, the computer would boot up but both monitors show no signal. I restarted the comp and unplugged the second monitor. I was able to login but the screen was the wrong resolution. I was able to plug in the second monitor after.

The usb c is now working, but I have to start the comp with the second monitor unplugged, then replug it.

I am sure this is a bios issue, but I dont see any way to fix this in the setup.
