Adding 2nd hard drive (in cd caddy) to toshiba w50 will not boot to windows with caddy attached

I have a Toshiba W50 laptop. When I replace the HDD with SSD and boot it is fine however when I add a HDD caddy to the optical Drive bay it blows past both drives and tries to boot to PXE. If i remove the Caddy it boots fine.

Troubleshooting completed -
1. I have tried csm and ufei
2. I have tried all the fix boot, fixmbr commands using a usb bootable windows 7 disk
3. I have swapped the drives, ssd to caddy hdd to hdd bay. This lets it boot fine however my speeds for my ssd (using crystal disk) are cut in half
4. I have reinstalled windows 7 both x64 pro and enterprise

Toshiba W50
i7 intel cpu
16 gb ram
bios system version 2.20
bios ec version 1.10
ssd = Toshiba 256gb
2nd drive = Seagate momentous hybrid

(This setup worked on a Toshiba r950)

I would say that you need to go into the BIOS/UEFI and change the boot order. It sounds to me that when you add the second drive to the CD Caddy that it is trying to boot from that instead of the SSD. Alot of laptops are set to boot from the CD Drive first if there is a bootable CD/DVD in it. So change the boot order so that the SSD is the first boot drive and that should fix it.
