Question Adding a device/adding a printer opens a window and then immediately closes it

Clicking on the add a new device in the control panel opens a window and than it closes immediately after it opens

It sounds like you could have corrupt system files. Open an administrative command prompt and issue these two commands:
SFC /Scannow
DISM /Online /Cleanup-Image /RestoreHealth

did both of those and nothing changed although strangely the first time I ran sfc I tried adding a new device from god mode and it opened like 4 windows including my device manager. The second time i ran sfc it just went back to opening and closing

Try adding that printer via the Settings app. It's the gear on the lower left corner of the Start menu. Settings -> Devices -> Printers and Scanners.

Its a bluetooth device

So I tried reinstalling windows 10 and the problem still occurs. I downloaded a third party bluetooth viewer and its successfully finding the headset I want to connect to but its getting and error code of 10049.
