I just put together a build on this motherboard:

MSI Z170A GAMING M7 ATX LGA1151 Motherboard

I bought the following memory:

G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-2400 Memory

When I put the build together, it would only boot to bios with one stick in the 2 slot (what the MSI manual said to always start by) and not with one in 2 and 4.

I put windows 10 on it to see if an OS would help anything, long shot and haven't debugged this before. That didn't work. It still won't boot if I have 2 sticks in 2/4.

I have tried each stick in slot 2 to make sure that both sticks are functional, and they are.

Any tips on further troubleshooting?/Need any more information? Thanks

have had similar problem with another MSI board. doesn't matter which slot they are placed in or which stick i use, it will only post and boot with one stick at a time.
troubleshooting has proven CPU & memory are fully functional.
MSI responded it is a "known malfunction" and have offered to RMA.

I suppose at some point I will have to resort to that, so it is good to know that they will offer to RMA. Thanks for the information, I will hold out a little longer in case there is a simpler solution.

I just tried several combinations. 2/4, 1/2, 1/3, 2/3. I suppose the only ways I haven't tried at this point are 1/4, 3/4. So far not luck however. Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler is my cooler until I can upgrade.

I tried loosening the screws, then re-tightening them evenly and just enough. I also grabbed the latest bios. I tried with and without XMP Boost on. No luck.

Here is a little more information. Maybe this will prompt some futher ideas, but if not I will resign to RMA.

Debug codes on motherboard: 19 00 4c 55 0d. From the table, they are respectively Early South Bridge Initialization, (not sure about 00, not in table), Early Memory Initialization, Early Memory Initialization, (not sure for 0d eith, not in table). Any thoughts on these codes?

Something strange I noticed last night before updating the bios (haven't seen it since but not certain the updated bios is what fixed it) When I had 1 stick of ram in, I could go into the bios and where it displays what is in each of the 4 DIMM slots, it would show me the model of ram in slot 2. When I tried to boot with ram in slots 2 and 4, it obviously wouldn't boot, so I removed the one from 4 and booted back into the bios. However this time in bios it showed the model of memory in DIMM2 and DIMM4 slots, even though there wasn't anything in DIMM 4 any longer. Only noticed this one time and haven't since I started looking for it. So that makes me think the slot isn't dead completely, though I can't make sense of that.

Turned out to be a CPU socket pin bent/missing. I couldn't tell from the zoomed image on my phone and I do not have the tools/dexterity to bend it back if it is indeed not missing. RMA it is. thanks for the help to both of you
