Adding/removing weapons from a UT99 game????

Here is what I would like to do. Ban all weapons from the game except
3, and have a player start with those weapons.

Is this possible? I looked through the ini but don't know enough to do
it - if it is even possible.

I believe you can do this with Stuff Swapper. It is a mod that you can
download. I think it is at Zark Mercenaries. Not sure of the url.
