Address bar keeps going up and down

If I open internet exlorer or any word document the address bar keeps going up and down repeatedly stopping you from doing anything. If I go to write on any document something takes over and repeats what i write or deletes everything. When opening email the message box appears multiple times. None of this happens on Google Crome but does on everything else. I have tried everything, Macafee antivirus, malware Bytes etc. Does anyone know what is causing this. I have a brand new Desktop HP computer on Windows 8.1, 6 months old

what is the address bar in word? also try resetting IE: configurationscreen > internetoptions > advanced > reset
