Adjust size of my active window in vista

Hello,I have windows Vista Business edition, and am having trouble getting to the bottom of an active widow to click ok or cancel. At my highest resoution for my monitor, and tried adjusting vertical downsizing , and all it does is make the entire screen smaller. Also cannot make my task bar disappear by using the up/down arrows wit my mouse

If you right click the task bar - properties - is auto hide task bar checked?

Are you saying you can't scroll down? And what you mean about making the taskbar disappear using the up/down arrows? I don't think I quite follow what you are trying to explain. What program are you talking about where you can't get to the buttons? What resolution are you running, can you minimize and maximize the windows OK?
