you've been compromised
disconnect your network cable from the computer
save your data that's on the C drive
reinstall windows after deleting the partition it's on

It did not work. I pressed Start+R ... brought up run... pasted in the command... I saw a CMD window flash on my screen but then it went away too quick for me to read it. Still having the same issue.

Rightclick on the cmd.exe. Select Run as Administrator.
EDIT: I see you've already tried this. hmmmm....

can you run regedit? if yes then navigate to HKCU\Software\Policies\Microsoft\Windows
create a new Key called System if one does not exist
then highlight System
then create a new DWORD (32 bit value) named DisableCMD
double click the new entry and set the value to 0

Nope... it says Registry Editing has been disabled by your administrator.

Funny... I never did that. :/
