Adobe Flash ActiveX Plugin 17.0.0.134 not working on Windows 7 Pro 64-bit with Internet Explorer 11

I have a Windows 7 Pro 64-bit install with Internet Explorer 11
Flash Player isn't working in IE. The control simply doesn't seem to be registered in IE.

I tried enabling Use software rendering instead of GPU rendering in IE options. I also tried enabling Enable Enhanced Protected Mode. I tried resetting IE (Advanced tab in IE options). ActiveX Filtering is disabled. I'm stumped.

I had tried that and just saw the standard IE context menu.

I didn't "tell the whole story" in my first post. The setting is a small-med sized non-profit network. I use an Active Directory software installation group policy to deploy Flash Player controls/plugins, using .msi (Windows Installer) installers provided by links from our Adobe software distribution license. So the installer we use is slightly different from the one provided to the typical end-user downloading Flash Player from http://get.adobe.com/flashplayer. This method has been working well for years.
You mentioned reinstalling, so I thought I would see if installing via the "normal" end-user installer makes a difference. I deleted the registry key from HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Group Policy\AppMgmt corresponding to the software installation policy for the ActiveX Flash Player control (otherwise, the assigned policy would have caused Flash Player to immediately re-install) and removed ActiveX Flash Player using Programs and Features > Uninstall a Program. After downloading/installing the ActiveX Flash Player from IE 11, using the "normal" end-user method, Flash is working fine. Sigh... One difference I noted after installing this way is the presence of a file, Flash32_17_0_0_134.ocx, in C:\Windows\SysWOW64\Macromed\Flash. This file was absent when the ActiveX Flasher Player was installed via Group Policy.

I'm not sure what you mean by "GPO running with administrator right." The software installation policy is computer-targeted, so these policies apply in the context of the (LOCAL) SYSTEM account.
In any case, after looking more closely at the downloads page linked to from our Adobe License Distribution email, I realized Adobe also provides links to Extended Support Release - Flash Player 13.0.0.277. After adding a few registry preferences to remove "Safe Versions" keys, per this Adobe forum thread, the Flash Player 13.0.0.277 ActiveX Plugin deploys successfully and works in IE.
What Adobe says about Flash Player, Extended Support Release: "Adobe makes available a version of Flash Player called the 'Extended Support Release' (ESR) to organizations that prefer Flash Player stability over new functionality."
