Question Advertised Ram Speed Help

Hi, I Saved up for a long time ago to build my very first gaming PC. I built it almost a year ago today and it is amazing BUT.... The memory I bought was Corsair Vengeance Ram 32gb (2x16) sticks. They were advertised at 3200mhz speed and i have never been able to get it over 2133 unless I just use a Single Stick. I Have updated the bios and everything else that i can think of. so naturally i'm asking people a lot smarter than I. timings are 16-16-16-18-36 i believe. PLEASE HELP

I Have it set to retry the speed 5 times and after 5 reboots it resets to 2133 speed and boots. Thanks you for your help and sorry for the Trouble.
