I built my pc just before Christmas and everything went well and the pc is working fine. However I put no effort into cable management and so my first question is:

1. Can I still damage the pc if I try to make the cable management neater.

My pc fans are also quite noisy , when gaming their rpm goes up to 3100 . I would like to know if anybody could recommend some cheap yet almost silent fans that still cool my system effectively. Thank you.
 
Yes, you can damage components any time you're working inside the computer. Make sure to take steps to avoid static electricity discharge just like when first building the system.

What are the complete system specs? We can't make fan suggestions without knowing what size fans will work with your system. Do you have a budget for the fan upgrade? What country do you live in, so we know what sites to use for recommendations? As you can see, there are far too many unknowns to offer much assistance.
