Advice for a New Graphics Card

So, recently i decided that i need to upgrade my Graphics card a little in order to play Games that i used to play like:
- Mass Effect series,
- Europa Universalis 4
- Dragon Age Series (Inquisition would be nice)
- League of Legends with a Stable 60 fps
(Currently running between 25 (in fights) and 40 usually)
But when my old pc broke i was literally left with nothing basically.

So i sat down and looked through some Graphics card that would fit my Budget. (50 Euros)

Card that i found, which would probably be a good upgrade:
"Sapphire ATI Radeon HD5450 Grafics Card" considering its price of just 35 euros.

So as far as i checked through the Manual for my Motherboard, i do have:
-A PCIe16 Slot. (I dont know if its 1.0, 2.0 or 3.0)
-A PCI2 Slot
-A PCIe4 Slot
-A PCI11 Slot
The Motherboard i am talking about is the D2812-A2 from Fujitsu.
Systemmodel: ESPRIMO P7935
Processor: Intel Core 2 Duo E8400 @3.00 Ghz
It currently holds an integrated Intel Q45/Q43 Express Chipset.
4GB Total RAM (Which is shared with the Integrated Chipset)
Windows 7 Home Premiu, 64 Bit.

So i basically look for Advice if this Card would be ok for the Computer or if there are other, better options in my Price Range (30-50 Euros) that would fit into my other Hardware well.

So i beg of you to give me advice on other Options, better choices, general Feedback and maybe suggest new Games to play with THIS or the NEW card.

Disclaimer: I do not intend to play games like: Call of Duty, Battlefield, GTA or such. Nor do i look towards playing any Fresh games nowadays.

What exactly makes this graphic card better?
Also, it says on the page that it has no fan. So that means i need one extra or is it passive cooling?
 
It has better performance. And no, you don't need an extra fan. These cards don't put out nearly enough heat to really need a fan at stock speeds, that's why they're passively cooled. I'd only expect them to have issues in much hotter climates than Germany's.

Anything else i need to be wary of when buying it?
Like Electricity Output of my Computer?
Because i have a sticker on the top of my Computer which says this (I was wondering about that):

100 - 127W/200 - 240V;50 - 60Hz;6,5A/3,5A
MAX, 3,0A/1,5A

(Exactly as written on the Sticker)
And so far i cant quite understand it very well.

make any sense to you ?
A is amps i think and V is Volt... Which would tell me how much Watts i have but im rather confused because its more than just 2 numbers there x)

But at the website for it it shows 300 watt.
Does that mean it wont work?
