whats your budget?
you can create a system out of used parts for about £500-£600 that would manage 1080p ultra @60 fps but its totally possible to build a simpler but still powerful rig for less or with new parts

AMD not recommended. Those chips are old and obsolete. Wait for Ryzen or go Intel.
