Advice for an Ultra Modded Skyrim and Fallout Setup

I've been looking to get some better frames on my Ultra Modded Skyrim and Fallout setups, and I've assumed up until now that a GPU upgrade is what I need. I currently have 2 Gigabyte 770's, and a Intel i5 4670k for a CPU. I'm thinking about upgrading to a GTX 980, but I want to make sure that a GPU upgrade is what will actually increase my in-game performance before I purchase it. Remember that this is an ULTRA modded setup, with ENB's and HD texture mods. Any answers would be appreciated! Thanks!

Skyrim is a very cpu intensive game but you have an i5 4670k so you should be good. 2 770s should be more than fine to.. I don't think that a old game like skyrim can utilize that power any better. If I remember correctly skyrim only uses 2 cpu cores.
