Those from local market in Egypt,

I am going to build an new system:
Cpu: Ryzen 2600
Ram: 8 X 2 corsair lpx vengeance cl 15 3000 mhz
MB: MSI tomahawk max
Case: cooler master MB 505 or Cougar Panzer G
Power Supply: old Seasonic S12II 520 SS-520GB 520W 80+ Bronze

this is a budget build for 1080p gaming and some work, now with best card of above is best for cost per frame?

Depends what game's you're going to play but the gtx 1660 is the best of these three, it will net you anywhere from 5-15% better fps than an rx580 but in many games they're pretty much even too, if that's worth spending an extra 800 EGP for you then go for it, if you want to be a little more budget conscious then go for the rx 580, it's still a solid card.

Look up benchmarks between these two graphics cards on youtube, benchmarks that specifically test the game that you want to play and see the difference yourself.

The issue here that there are rumors about new card will be released like GTX 1660 super and Navi 14, I dont want to spend money then new GPU released which will make older models more cheaper? so I want some thing to get by for the next few months till we see what happens.
