Advice Needed, Ryzen 5 1400 & ASRock AB350M Mobo Bootlooping

I recently put together a homebuilt gaming PC. Upon booting it up I could get all the fans to spin, but I got no video output as well as the system running for exactly 25 seconds before shutting down and immediately restarting for another 25 seconds and the cycle repeats. I tried reseating the cpu and fan and re-applying thermal paste several times as I thought it may be a cooling issue. I tested my two RAM sticks together and individually according to the MOBO manual, but eventually, I just tested them in every combination possible out of four slots. I breadboarded the MoBo and tested without a harddrive or anything else connected besides the cpu, fan and gpu. I even had a friend test his functioning PSU to rule that out. After troubleshooting over several days I could not resolve this issue and am still not sure what my problem is, any advice would be greatly appreciated.
My components are as follows:
ASRock AB350M Pro 4 Motherboard
AMD Ryzen 5 1400 CPU w/ stock AMD Wraith cooler
MSI GTX 1060 6GB
Seagate Barracude 1TB Hard Drive
SeaSonic M12II 520 Bronze Evo 520W ATX 12V Fully-Modular

Reture or exchange the MB, I think the MB has problem, if the cpu does not have bent pin(s).

Add: try clear the CMOS then boot again. If it does the same, return the MB.
