Build Advice Advice on a ~$10,000HKD build ?

Hey guys!

A while ago I asked for advice on a PC upgrade, and thanks to you guys I have a new upgraded computer that I absolutely love! For reference, my current build is:

1. i7-13700 (new)
2. Gigabyte B760M (new)
3. 16GB G. Skill Trident Z5 RGB Black (new)
4. 16GB G. Skill Trident Z5 RGB Black (new)
5. Samsung 960EVO (old)
6. Toshiba 3TB SATA3 (old)
7. Coolermaster V650F/650W 80+Gold (old)
8. 11GD5X ASUS GTX1080Ti Strix Gaming (old)
9. Fractal Design Pop Mini Air RGB Black Micro ATX (new)
10. Thermalright Peerless Assassin 120 SE ARGB CPU Cooler (new)

Now, my friend really likes my build and wants to build something similar from scratch! Her budget is around ~$10,000HKD, and since she likes my case I think she also wants the Fractal Pop Mini but in white.

I would love for any advice, whether you think we should take and copy the majority of what's above, and what graphics card is good! I'm thinking maybe 3060Ti cos I've heard the bang-for-buck value is good? But not sure.

We're both in Hong Kong, and she has a QHD 2k monitor which she wants to play the new Harry Potter game on.

I'd like to ask though, is AMD graphics card better than Nvidia?
 
I would do it like this. I am also still a bit over budget, mostly due to the apparent shipping costs that amounted to around 2300HK, but this is a very good middle tier build.
