Noob here jumping from apple, wanting more bang for my buck.

These are the specs. I shot and edit 4K

Specs:
-Ryzen 5 1600
-Asrock B450 pro4 matx
-16gb ddr4-2666 G.skill Ballistix sport Lt ram
-1tb WD blue HDD
-120gb Crucial BX500
-Powercolor Rx 580 8gb
-Corsair Carbide 175R RGB
-Powerspec 550w psu

guy wants $400 for it is it worth it? need for 4k

Offer less than asking price. SSD is too small. PSU is junk. I would start at $300.

Is a known valid Windows license included with this? Unlikely.

If it is or is not, you personally need to do a full wipe and reinstall of that system. No exceptions, all previous data gone.
