Looks nearly perfect, only thing I would change is the EVGA 1060, it is an ITX model meaning it has a smaller PCB, fewer power phases and lower voltage delivery. As a result it boosts and overclocks lower, and it also only has a single fan cooling solution.

This build is exactly what I want, except the price. My original budget was originally $800. Could I lower the quality of some materials to bring it down a bit? It doesnt have to be $800 but $1000 is alot. If I go lower how good would the computer be? How good compared to this one?

There are two differences: The GPU and PSU

The GPU: The difference bewtween the 6gig 1060 and the 8gig 1070 is over $100, which is alot.
What is the performance difference bewtween the two cards? Is there a lower gig 1070 I could do? I am just looking for performance in games, is the difference bewtween the 60 and the 70 that much?

The PSU: The 2 PSU's have the same costs, but one is 620 w and one is 520w, is there a difference in quality? Which is the better choice for this build.

Lastly: the build has 16 gigs of ram, is this neccesary for gaming? Could I drop it to 8 and have the same performance?

Also would I have any luck with an older generation of card?

This is a perfect low budget option thankyou! How long do you think this build would last in the gaming world?
 
I'd say it'd last you easily the next 2 years. After that it may have trouble maxing some stuff at a high enough frame rate for your liking. This is typically the case with most graphics cards though, not to worry! :)
The CPU should last you much longer. Even the sandy bridge i5 which came out in 2011 I believe is still a great CPU today for reference.
It should serve you perfectly in the games you've listed, and max out most games at 1080p 60fps. Do you want a 144Hz monitor for CS:GO? Makes a massive difference.
If so, get the VG248QE. Goes for around $250, and is a great combo for your graphics card.
You also have the option of getting a GTX 1070 G1 Gaming if you play graphically demanding stuff, but again, given your listed games, a 1060 will be more than enough.
