my question is i bought this graphics card i think last year.. and it was decent.. but now i have upgraded to windows 10 and bought a new hard drive.. my graphics just in general dont look very good on my screen.. movies youtube.. folders pictures.. any ideas

So this is the mobo and cpu you suggest? im pretty sure my cpu already runs higher ghz then that one? so u suggest grab the new mobo and cpu and everything should run smoother for now?
 
Intel is way faster clock for clock so yes the mobo with the intel cpu will run smoother. Here is what happens between your cpu and an i5 build. This occurs with the GTX580 which is slower than the GTX960.

No, not a Haswell CPU. It's one generation behind and next month it'll be two. i5-6500 or i5-6600k (Intel skylake) would be nice with a Z170 motherboard and 16 GB of DDR4 RAM. Personally I would wait the month and buy the next Intel generation, Kaby Lake.

However, a GPU upgrade isn't indicated for your stated problem. You didn't say that you're receiving subpar gaming FPS. You stated "my graphics just in general dont look very good on my screen.. movies youtube.. folders pictures.. any ideas ". Could you be a little more detailed about the visual problem?

Addendum: I should also mention that this HP 2509m monitor released seven years ago, and it is a TNT-active matrix display. That is a very old technology even, by the standards of seven years ago. However, looking at the original customer reviews on Amazon, I see that they are overwhelmingly positive. The image quality is never going to match a IPS display though.

Well I don't know whether your current display is the issue or not. I'm still trying to get a better idea of what the actual problem is. It's interesting that the problem would appear after a Windows 10 upgrade.

But if you're intent on buying a new display than I recommend 24" for a 1080p display (23.8" is fine). In my mind, what is more important to you? (1) image quality and color rendition or (2) reduced motion blur and higher refresh. I believe the first decision you need to make is whether you want a IPS 60 Hz display or a TN 144+ Hz display.

Honestly what ever is all around best.. i mean i play a lot of games.. nothing to crazy on the graphics end but cs go.. insurgency.. dirtybomb, warface, guild wars 2.. any games i find on steam for a decent price i usually buy.. but my thing is gaming and watching videos and movies.. my monitor seems decent and at a decent size.. but if a monitor is worth the upgrade and ill see a difference in the picture quality then ill deff buy one.. moneys not a huge issue just dont want to spend a lott of it..
 

Skaylake isn't much of an improvement over the Haswell so why force yourself into buying new RAM. Look at the benchmark I posted and the 3770k is only 1 less fps from the 4770. Same is true of the 6700K. You will only see about a 5% increase clock for clock. The i5 4590 is about the best route given you have DDR3 RAM. Basically for the 6500 its only 2% faster.

Haven't read the whole thread with all the quoting in here,but did you try the apu itself to see if you still have that feeling about what's off. The things you talk about are very common things to do and should work fine on the igp within the apu/AMD A10-6800K.
