[SOLVED] Advice on if if it's worth to upgrade?

Hey guys so I've been gifted my brothers old pc that (as far as I know) has these specs.
Psu : 450w
Ram: 8gb ddr3
Graphics card: amd hd 6670
Processor:i3 3240
2tb storage
Motherboard: ECS H61H2-MV

I would spend under £200 on the graphics providing I didn't need to upgrade anything else.
The games I'd want to play would be low key ones: skyrim with mods, Minecraft, sims, Tf2. I know my laptop can run all them-bar skyrim- but what's a good gpu to use for things like that, that's cheap aswell.

My questions are , is it worth upgrading the gpu to something better, nothing current gen, maybe a older one that can run most things nicely-nothing like bfv or the witcher 3.
Would that mean the cpu bottlenecks, and would I need to replace that?
Would that need a new Psu for these new parts?
If so should I just keep the storage and start from scratch?
Any advice on what to buy or do greatly appreciated, sorry for grammar as I'm on mobile.

Depends on your budget, if you have enough money to build a newer system while being able to reuse the storage and case then that's what I'd do.
