So I currently have an i5 6600k, gtx 970, 16gb ram and 1tb hdd in my build. I mostly use it to stream and game, and I have a max. budget of 650 euros and I was planning to get an i7 9700k + new mobo. Is it a good idea?

Not necessarily, 6600k is still a decent choice. I'd buy some SSD first to make everything load faster and work faster (can have a decent impact to loading times)
