Hello there. My name is julian and i'm finally looking to build my first gaming pc, but i'm having trouble trying to pick a graphics card. I originally wanted to buy a geforce 1060 but i'm now conflicted on wheter i should spend more & get a 1070 or not. My budget is to keep it under $1400 usd. Solution
i'd ditch the optical drive and ... ok maxalge did the adjustments..
but id still ditch the optical drive and put more money into the monitor.
if skylake is considerably cheaper. id do that and use the surplus on the monitor.

also.. what happened to the mouse?

OP I ditched the Optical Drive, and used a 60hz 1440p monitor with IPS, because the 1070 definitely can handle 1440p without tanking in FPS.
This system can run Witcher 3 at 60fps~70fps all settings maxed.

CPU: Intel Core i5-7600K 3.8GHz Quad-Core Processor ($238.75 @ OutletPC)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($26.39 @ Newegg)
Motherboard: MSI Z270 SLI PLUS ATX LGA1151 Motherboard ($113.98 @ Newegg)
Memory: Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-3000 Memory ($109.99 @ Newegg)
Storage: Sandisk SSD PLUS 120GB 2.5" Solid State Drive ($44.99 @ Best Buy)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($49.33 @ OutletPC)
Video Card: Gigabyte GeForce GTX 1070 8GB Windforce OC Video Card ($379.00 @ Jet)
Case: NZXT S340 (Matte White/Purple) ATX Mid Tower Case ($59.99 @ NCIX US)
Power Supply: EVGA SuperNOVA NEX 650W 80+ Gold Certified Fully-Modular ATX Power Supply ($77.88 @ OutletPC)
Monitor: Acer G257HU smidpx 25.0" 2560x1440 60Hz Monitor ($254.99 @ Jet)
Keyboard: Redragon S101 Wired Gaming Keyboard w/Optical Mouse ($24.26 @ Amazon)
Total: $1379.55

OP can run 1080p Fine with a Rx 480 8GB, so here's a build for the value 1080p gaming.

CPU: Intel Core i5-7500 3.4GHz Quad-Core Processor ($196.33 @ OutletPC)
Motherboard: Asus STRIX H270F GAMING ATX LGA1151 Motherboard ($139.00 @ B&H)
Memory: GeIL EVO POTENZA 16GB (2 x 8GB) DDR4-2133 Memory ($86.99 @ Newegg)
Storage: Sandisk SSD PLUS 120GB 2.5" Solid State Drive ($44.99 @ Best Buy)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($49.33 @ OutletPC)
Video Card: XFX Radeon RX 480 8GB XXX OC Video Card ($179.99 @ Newegg)
Case: Deepcool TESSERACT SW ATX Mid Tower Case ($36.99 @ SuperBiiz)
Power Supply: EVGA SuperNOVA NEX 650W 80+ Gold Certified Fully-Modular ATX Power Supply ($77.88 @ OutletPC)
Monitor: Acer GN246HL 24.0" 1920x1080 144Hz Monitor ($179.99 @ Newegg)
Total: $991.49
OP can't OC with the processor anyways, so stock heatsink and "H" (non-overclockable) series motherboard works just as well. The 144hz may help in some eSports games, but won't make too much of a difference.

TL;DR : If OP going to be going 1080p 144hz, go with Rx 480 8GB. If you're going all-out 1440p gaming, go 1070.
