Question Advice on system upgrades

For starters my current system:

motherboard: ASRock 960GC-GS FX

PSU: ORION model: HP485D - 485 Watt

CPU: AMD FX 4300 Quad core processor 3.80 ghz

RAM: 16GB Corsair Vengeance

video: PowerColor Red Dragon RX 460 4 GB
- AXRX 460 4GBD5-DHV2/OC

hard drives:
  • boot: 120 GB SSD (Windows 10 Professional)
  • data: 4 TB HDD, 2 TB SSD
I've upgraded my displays (I have a two display system) from 1440x900 to 1920x1080 (Lenovo G24-10) because of a game I bought (Ashes of the Singularity) which requires it. Since I've upgraded the displays the current graphics card has an issue that when I quit out of certain games (e.g. Albion Online) that random areas of the displays become pixelated in a greenish tint when I move the pointer, and stop when I stop moving the mouse. This hasn't happened at all before the display upgrade so I'm guessing it's because of the higher resolutions on the GFX card. A reboot cures this.

After getting some advice I went looking around a bit.

I used the power supply calculator on NewEgg and it recommended a power supply in the rage of 600 to 699 watts. So for a better PSU I'm thinking of a CORSAIR RMx Series, RM750x, 750 Watt, 80+ Gold Certified, Fully Modular Power Supply (https://www.amazon.com/CORSAIR-RM750x-Certified-Modular-Supply/dp/B015YEI9NQ/ref=sr_1_5?c=ts&keywords=Computer+Power+Supplies&qid=1678871151&refinements=p_n_feature_four_browse-bin:23966352011,p_n_feature_keywords_two_browse-bin:6906986011&rnid=6525659011&s=pc&sr=1-5&ts_id=1161760&ufe=app_do:amzn1.fos.f5122f16-c3e8-4386-bf32-63e904010ad0). This should hopefully be able to properly supply the system post upgrade.

For the Graphics card upgrade I'm liking what I see with the EVGA GeForce RTX 2070 Black GAMING,8GB GDDR6, Dual HDB Fans Graphics Card 08G-P4-1071-KR (https://www.amazon.com/EVGA-RTX-2070-Black-08G-P4-1071-KR/dp/B07J9L4HC2?th=1) which should give better overall performance for the type of gaming I do at 1920x1080.

Seeing that my CPU will be a bottleneck for potential upgrades, I looked at the 8350 and was going to go with that but saw that it uses 125 watts and the CPU limit for my motherboard is 95 watts. Looking at recommended CPU's for my board (https://www.cpu-upgrade.com/mb-ASRo...u-upgrade.com/CPUs/AMD/FX-Series/FX-4300.html) the best option seems to be the AMD FX 8-Core Black Edition FX-8300 3.3 GHz with 4.2 GHz Turbo Octa core Processor (FD8300WMHKBOX) (https://www.amazon.com/AMD-FX-8300-AM3-Plus-FD8300WMHKBOX-Processor/dp/B00TR8YL4W) where one review on another site was said "The FX 8300 was chosen over the FX 8350 because it could easily be set to the same speeds as the 8350 without much issue and for cheaper. The eight core is definitely aging but it still does the job."

So the questions now are:
- Will the chosen PSU support the upgrades and the system as a whole
and
- Will the upgraded CPU support the chosen graphics card.

Yes I have an older system and should buy a more up to date system, but since Windows 11 would be a downgrade from the reviews I've read I'm trying to hold off on buying a completely new system till Windows 11 is fixed or 12 comes along. Thanks for your time and assistance.

Whatever you do to that system you'd just be throwing money away, It's generations old and even when new mediocre, only bonus was price,
At 1080p gaming CPU and RAM count much more, Even best GPU wouldn't bring you practically nothing as processor would be inadequate.
Even if you play only old games where CPU is adequate they wouldn't know what to do with modern graphic cards and use it to full extent, New games will get stuck on rest of system.

also that motherboard has only 3+1 VRM with electrolytic capacitors
and no heatsinks on mosfets which is an atrocious VRM design and a recipe for problems .
i would not be surprised if you encounter throttling with 8 core cpu on this motherboard (so your cpu would not probably perform to its full capabilities) ,
and as already mentioned that cpu is very old for modern gaming at 1080p (your new gpu would be greatly bottlenecked by it)
