Advice on this build.

So this is a build for a young friend.

He has a MAX budget of 1200 which includes the peripherals (which we have already figured out btw)
He wants to be at 1080p max, no need to go higher for him and he has NO interest to OC a cpu (or gpu for that matter) due to his age. (He is not very young but has a bit of a psychological disability, in any case his father including himself prefer it so that they do not touch the clock speeds to accidentally break anything...)

To me this build seem quite fair right? Or is there anything you would change?
Note: He already has a HDD ready and his favorite color is red (this is also why we will have a see through case with red accents.)

Although it is not said here we will have a tray cpu not boxed so we will need the cooler.
We want to have 16gb of ram due to some titles (The witcher3) Recommending 8gb...
The motherboard I am agreeing on but for 127 it is not that much and has some leds the kid really wants for his see through case.
The gpu upgrade I disagree with, the 1060 works very well on 1080p and getting a 1070 for 1080p alone is overkill and we do not have the money for a 1440p monitor.
