Advice on upgrades for PC.

I recently started playing around on my old gaming PC after a 3 year hiatus. I would like to upgrade it a bit and spend maybe $200-300. Given the below specs, where would my money be best spent? I have a Rosewill 400w power supply so I should replace that. I really only play CS 1.6 and CS:GO. Obviously runs 100 frames on CS1.6 fine but the frames are low in CS:GO. Thanks a lot for the advice!

OS: Windows XP64
Mobo: ASUS M2N-E
CPU: AMD 64 X2 Dual core 5200+
GFX: GeForce 8600GT
Memory: 4GB corsair ddr2 800mhz
HD: WD 250gb, 7200rpm, 8mb, IDE
basic CD rom drive
PS: rosewill 400w (crap need to replace)

You motherboard supports up to Phenom 2 x4 945 with a bios update.

Your video card is the minimum required, but your processor is below minimum.
Start with a processor upgrade.
You power supply is crap. It is the older version .If you upgrade the video card get a new quality one.
