Advice required - hp pavilion laptop - i7, 9th generation

I am planning to buy this new HP laptop for my younger brother who makes travel videos for his youtube channel. He often shoots videos at 60 frames per second at 1080 resolution. Although he is still in college. Therefore his daily video editing sessions do not last longer than 3 hours. On weekends, he uses the software Adobe Premiere pro for 5-6 hours at max.

Is this a good choice? Within a limited budget, this seems to be a good 9th generation i7 laptop that has 4GB of graphics card and 500 GB SSD. Need expert opinion.

Currently he is using an i3 -7th generation laptop with 2GB Nvidia MX 150 graphics which is quite slow.

Those specs aren't bad at all. The CPU is good for a mobile chip and one of the best available right now. Plus having a desktop grade GPU will be a nice bonus.

I'd get that one
He'll have a much nicer time working on that laptop opposed to the previous one.
