Which one should i get?

I am going to be running 5 BitFenix Spectre Fan 120 mm Red LED

My case is CM Storm Scout 2 Advanced

Why not either of them? See I like the red coz I have every thing else Red/Black in my case.

you could use a Thermaltake Commander F5 5 Channel Fan Controller, feel free to use the touch 2100 but stay away from anything with strike X on it, they are a bit of a joke and almost everything in the strike X series is bad quality and badly designed. sounds like your build will be pretty nice looking anyway 😀
