Hey guys, so im in a pretty bad situation with my 4tb HDD, images below:

So my PC (only 2.5yo) randomly had this issue where it would immediately turn off after turning on, even after replacing both the RAMs and the motherboard, most likely a PSU issue, as shown below by this PSU tester: View: https://imgur.com/a/uiKRe8k
Both of my SSDs seem to be unskathed, but my HDD, which had tons of important files and was right about to be backed up (rats) is now not spinning up when connected to a 3.5'' SATA USB reader, with a power cord. I heard like three clicking noises like it was trying to spin up, it made the windows USB connected sound, but nothing shows up, even on disk manager (the disk shows up but it doesn't give any information about it), and it doesn't spin. it was literally working PERFECTLY 2 days ago before this power issue.
Im a little suspect of the HDD reader the guy used to read it because he used it on another drive (2.5 inch) and it didn't show up in file explorer on his laptop, but it did show up in disk manager, and it did spin up. (He was using something like this https://m.media-amazon.com/images/I/61dZd3MdVlL._SL1500_.jpg) should work with 3.5''
My hard drive isn't even spinning up, just makes three clicks then nothing.
So its safe to say its dead, unless it somehow needs better housing to be read (possible), but if it is dead, is this most likely a PCB board issue? Can the data be recovered? This repair chain said they can send it to their microsoldering team to take a look at it but Im willing to send it straight to the highest end pros to make sure it gets the best possible chance. Any recommendations of who I should send it to, Im in the United States, Virginia.
