Did you reset CMOS? and then set up BIOS correctly.

Different BIOS rev's have been known to change operating defaults for memory, in particular, which could also explain a change in results.

well...a CMOS reset is very much needed.

Also... just wondering if this is a BIOS supporting Ryzen 5000 and if that could bear on defaults for Ryzen 3000. Shouldn't, but I'm just curious.
TUF GAMING X570-PLUS BIOS 2802
"1. Updated AMD AM4 AGESA V2 PI 1.1.0.0 Patch B
  1. Improve system performance and stability
  2. Improved DRAM compatibility"
even temp go up for 5 C after testing
i use power plan
1usmus Power Plan for AMD Ryzen

I may be wrong...it may be the 2nd BIOS release for Ryzen 5000. The note about 'dram compatibility' suggests something getting de-tuned to me, although not necessarily of course.

But definitely do it a CMOS reset.
