Question After changing CPU coolers my PC will post and can enter the BIOS but will not enter Windows 10

System Specs:
CPU: Ryzen 5 3600
MB: MSI Gaming Plus
GPU: GTX 1080
RAM: 16gb 3200Mhz
Boot drive: WD 500gb M.2

After upgrading my cooler from the one provided from AMD to a Corsair H115i liquid cooler my system will post and can enter the BIOS, but will not boot into windows. The circular loading icon with the motherboard splash screen will be present but nothing will happen. Both my mouse and keyboard are unresponsive.

What I have tried so far:

Reseating the cooler
Restoring BIOS to default values
Reseating the M.2 drive
Using a different M.2 slot

Bios CPU and Motherboard temps are ~30-35C
Boot seq has the appropriate drive selected.
