5-10 sec delay sounds like something else is using the hard drive extensively. On fresh installs, the culprit is usually Windows Update. If you haven't yet installed all updates, do so. For an Inspiron 1545, I'm guessing you're using Windows 7? You'll need to reboot several times during the update process, and each time more updates will become available after the reboot.

One of the .NET updates will appear to hang for about 15-30 minutes, but will eventually complete. The IE updates will pop up a dialog asking for your permission to continue installing, but sometimes this dialog pops up behind the Update window. That can look like Update has hung when it's really just waiting for you to click OK on the dialog. And sometimes the update for the Win 10 upgrade downloads about 5 GB of files even though you haven't said you want to upgrade, which can take a really long time depending on your Internet speed.

I'm on a 100 Mbps Internet connection and it usually takes 1-3 hours to download and install all the Win 7 updates when i'm prepping a Win 7 system for a client. Since you're on a Core 2 Duo-era laptop with a 5400 RPM HDD, it'll probably take you even longer. Once all the updates have completed, Windows Update will finally stop running and hitting your HDD. And you'll finally be able to really gauge how quickly the computer performs.

How much RAM do you have? If it's 2GB, Windows Update will definitely use enough memory to start causing the laptop to hit the pagefile, which can cause huge 5-10 sec delays. If it's 3GB, it may do that if you have other programs like antivirus installed. It's so bad that on a couple older client systems with slow CPU and/or little RAM, I've just cloned the HDD to a spare SSD, installed the updates while booted off the SSD, then cloned the SSD back to the HDD, just to make the whole thing go faster.
