after cpu upgrade games started stuttering

Last week i upgraded my CPU from g3220 to i5 4460
and after that all of my games started to stutter and freeze but framerate seems to be normal.
i have tried like every fix on you tube but nothing works and temperatures are below 55 Celsius all the time and i have clean installed windows.
Everything outside games works perfectly fine.

My specs:
mobo msi h81m p33
psu xfx 550 core edition 80+ bronze
ram 8gb hyperx ram 1600 mhz
gpu asus strix 960 2gb
storage 120gb kingston sdd and seagate barracuda 1gb
cpu i5 4460

I'm not sure what fixes you have tried, but have you reinstalled the OS?
A change of hardware as major as the CPU can require the OS be reinstalled...
If you have reinstalled the OS, it might be worth installing the software on the motherboard so that the OS can communicate to the onboard hardware more effectively.
Potentially, resetting the UEFI is also a good idea after changing the CPU. This is usually done by disconnecting the PC from power, then taking out the silver button battery on the motherboard for 30 seconds. Then put the battery back in and boot up normally (assuming you don't require any changes to get it to boot - such as changing boot priorities).

i tested my cpu with aida 64 for like 5 hours and it didn't throttle at all but i didn't check if the MHz dropped
 

Though it is possible, I highly doubt your motherboard is at fault, unless you damaged it during cpu installation.
If I were you, here's what would do before swapping out your motherboard:
1. Reseat/Reinstall your new cpu. Take it out and put it back in, applying a fresh coating of thermal paste. Hopefully in reseating the cpu, it might seat better so the processor comes in contact with the pins properly.
2. If the stuttering continues after step one, uninstall the new processor and put the old processor back in and test for stuttering. We need to find out if the stuttering continues when the old cpu is installed. If you put the old processor back into the motherboard and the stuttering continues, then you know the issue is not related to the new cpu. THEN, if you feel you must, you can proceed in swapping out the motherboard.

 


alright going to buy some thermal paste tomorrow so i can swap the cpu
 

Remember to try and reinstall the new one first, before reinstalling the old cpu.

Those are just little mhz fluctuations, it happens with every CPU and sometimes it is just software not reading stats right.Nothing to worry about.
If you had throttle issue it would drop way below 3.2 Ghz.
Try to disable Intel Turbo Boost in BIOS and EIST if mobo have one and see how it goes then.
