after cpu upgrade games started to stutter

Upgraded my cpu from g3220 to i5 4460 like 2 weeks ago and games have some weird stuttering and sometime the game freezes for like half a second. Sometimes the games stutter more then other times but there is always stuttering it happens in all games but in windows i got no problems at all. Fps is normal in all games but games just don't feel smooth.

i clean installed windows
i installed all the drivers and updated bios
i disabled speed step in bios
i disabled xbox app
i have reseted the bios
my cpu temps never go over 55
gpu temps never go over 75


My specs:
mobo msi h81m p33
psu xfx 550 core edition 80+ bronze
ram 8gb hyperx ram 1600 mhz
gpu rx 480 asus dual 4gb
storage 120gb kingston sdd and seagate barracuda 1gb
cpu i5 4460
 
Download two proggys
1)Whysoslow
2)Latencymon

Same company sorry dont have link im stuck on chromebook not my main, run why so slow see if it flags system latency. If so run indepth latency tests with latencymon there are 3, try specifically the dispatch level one, it measures latency in microseconds. If it flags red latency is too high hence your stutter. Mess around with HPET or speedstep more, if not see if any 3rd party software is conflicting

No thats regular latency test where page faults show up, click the other icon taht says in depth latency tests, kernel, dispatch level tests and the 3rd one

Yup as a I predicted, but rare for looplevel test to red flag, last issue I had was dispatch level test in red.

Well now you know the problem, to solve its not going to be easy finding the cause, I spent a month solving mine, thought it was a driver issue, wasnt since it was happening with stock driver with default clean installs of last 3 versions of windows, I swapped video and still same. I dont remember what I did but when I swapped video again with a replacement of original card it seemed to fix it. Probably only issue I ever had I cant pinpoint what was causing it exactly

Yes swap video first see if it still happens.

 

video card switch didn't work i dont really know what to do there is not really anything about cpu stall in internet
 
Try googling latency issues, not DPC latency which is related more to sound cards. Try putting latencymon looplevel high latency.
In any I case I would swap each part till I find the culprit, install a clean windows freash install with no drivers, I noticed when I had it sometimes this issue only with AMD driver installed. Thats troubleshooting man, just keep trying till you get it
